State of Vermont OFFICE OF THE GOVERNOR Montpelier 05609 FOR IMMEDIATE RELEASE - November 20, 2000 FREEMAN FOUNDATION MAKES GRANT ON BEHALF OF VERMONT PUBLIC LIBRARIES The Freeman family, on behalf of the Freeman Foundation, today announced at a news conference with Gov. Howard Dean and State Librarian Sybil Brigham McShane, a grant of $10 million in support of the state library agency's efforts to improve library effectiveness and community outreach throughout the state. The funds will be received over two years by the Vermont Public Library Foundation to supplement local, state and federal funding for Vermont's public libraries. Public libraries may apply for funds up to 50% of total income (from local, state, and federal sources) with a minimum grant of $5,000 and a maximum of $250,000 in each of the two years. About 190 libraries, defined as "public libraries" under Vermont law, will be eligible. "The Freeman Foundation came to us and offered assistance to increase local libraries' visibility and effectiveness," said Gov. Dean. "This program will help libraries expand their vital role in Vermont's communities." The grant will be administered by the Vermont Public Library Foundation formed by State Librarian, Sybil Brigham McShane as authorized by the General Assembly. McShane will serve as president of the Foundation. Funds may be used to strengthen traditional library services including programming and library collections, as well as to support renovations, improvements and compliance with the Americans with Disabilities Act, computers and other technology, and staffing. The Freeman Foundation may also authorize on a case-by-case basis, expansion of existing structures. A third year of funding based on the increase in local, state and federal funds raised by each library during the grant period is also under consideration. "This is an incredible opportunity for our libraries. I think you will see a wide variety of excellent projects as a result of this funding," said State Librarian McShane. Joining Gov.
